On Nov. 1 the Pennsylvania Liquor Control Board (PLCB) issued Advisory Notice No. 23, to clarify the requirements of direct-to-consumer wine shipper licensees under Act 39 of 2016. The Advisory supplements the FAQ previously issued by PLCB.
Requirements:
- All wine shipped must be produced (not just owned) by the licensed wine shipper;
- Licensees must file two reports each quarter, one detailing the products sold and the other detailing products sold by ZIP code (and clarifying that a “unit” for reporting purposes is a bottle);
- Licensee use of age verification software beginning Jan. 1, 2018
- Shipper licenses will be renewed on a calendar year basis, with renewal contingent on satisfying the three items above.
